YouTube CEO Neal Mohan delivered a powerful keynote at the World Audio Visual & Entertainment Summit 2025 (WAVES) in Mumbai, calling India a "Creator Nation" and spotlighting its meteoric rise in the global content economy.

Mohan revealed staggering figures that underline YouTube's impact in the country—over 100 million Indian channels uploaded content in the past year alone, and more than 15,000 creators have crossed the coveted 1 million subscriber mark.

Mohan also announced that YouTube will invest more than Rs 850 crore over the next two years to turbocharge India's creator economy and expand opportunities for Indian talent to reach global audiences.

The keynote, delivered against the backdrop of YouTube's 20th anniversary, traced the platform's evolution from "grainy, unscripted videos" to becoming a global engine of culture, commerce, and connection. 

Mohan emphasized that few countries have tapped into this transformation like India. "What began as a site for video sharing is now creating jobs, building businesses, and changing lives," he said.

From ed-tech innovators like Roshni Mukherjee of LearnoHub to chart-topping rapper Arpan Kumar Chandel aka King and bus-driver-turned-creator KL Bro Biju—whose relatable vlogs have earned him over 70 million subscribers—Mohan highlighted how YouTube has empowered everyday Indians to tell their stories and build sustainable careers. These creators are not just riding the digital wave—they are shaping it.

Mohan also acknowledged India's leadership in the global digital movement, noting that Prime Minister Narendra Modi has the largest YouTube following of an head of government, with over 25 million subscribers. "His vision extends to this one-of-a-kind event that brings together India's rich cultural heritage, entrepreneurial spirit, and global leadership."

YouTube's commitment extends beyond capital. The company is forging partnerships with the Ministry of Information and Broadcasting and the Indian Institute of Creative Technologies to nurture talent, support local storytelling, and preserve India's diverse culture through digital means.

With India positioning itself as a trillion-dollar digital economy, YouTube's latest investment and vision come at a defining moment.

'India is rapidly becoming a creator nation': YouTube CEO Neal Mohan

Union Minister of State for Information & Broadcasting and Parliamentary Affairs, Dr. L. Murugan, unveiled the Statistical Handbook on Media & Entertainment 2024–25 at the WAVE Summit in Mumbai on Saturday, May 3, 2025. 

The report shows a significant rise in the number of registered publications with the Press Registrar General of India (PRGI), from 5,932 in 1957 to 154,523 in 2024–25, reflecting a CAGR of 4.99%. The Publications Division also published 130 books in the same period on diverse themes ranging from children’s literature to science and biographies.

In broadcast media, Doordarshan Free Dish expanded from 33 channels in 2004 to 381 in 2025, while Direct-to-Home (DTH) services now cover 100% of India geographically. All India Radio (AIR) stations increased from 198 in 2000 to 591 in 2025, extending AIR’s reach to 98% of the Indian population.

Additionally, the number of private satellite TV channels grew from 130 in 2004–05 to 908 in 2024–25. Private FM radio stations expanded from just 4 in 2001 to 388 in 2024. Community Radio Stations (CRS), which play a vital role in grassroots communication, also saw significant growth, from 15 in 2005 to 531 in 2025.

The report further highlights developments in the Indian film sector. The number of Indian feature films certified grew from 741 in 1983 to 3,455 in 2024–25, with a cumulative total of 69,113 films certified. It includes updated data on awards, international film festivals, and documentary films produced by the National Film Development Corporation (NFDC).

Digital media achievements are also featured prominently. The handbook covers initiatives such as WAVES OTT, the Indian Institute of Creative Technologies (IICT), and the Create in India Challenge (CIC), all aimed at fostering innovation in the digital and creator economy.

The report includes a detailed chronology of landmark moments in Indian broadcasting history, such as the establishment of Akashvani, Doordarshan, INSAT-based TV services and the rise of private FM radio. It also documents skilling and capacity-building efforts under the Ministry’s training programmes, along with reforms aimed at improving the ease of doing business for media and content creators.

Prepared by the Ministry of Information & Broadcasting, the Statistical Handbook is designed to serve as a cornerstone for data-driven policy formulation and strategic planning. This statistical compendium is expected to be a crucial reference for policymakers, industry stakeholders, academics and investors looking to navigate and contribute to India’s dynamic media and entertainment ecosystem.

WAVES 2025: DD free dish expands to 381 channels, AIR reaches 98% masses, reveals MIB Statistical Handbook

As India cements its position as a global content powerhouse, stakeholders at the World Audio Visual and Entertainment Summit (WAVES) 2025 highlighted both the sector’s explosive growth and the urgent need to address the growing threat of piracy. Multiple industry reports unveiled at the summit painted a picture of a rapidly scaling media and entertainment (M&E) industry, powered by original content creation, rising digital consumption and the emergence of India as a global hub for media services.

EY’s report ‘A Studio Called India’ underscored the country’s transformation into one of the largest content production ecosystems in the world, churning out more than 2,00,000 hours of original content annually. This includes 1,600 films, 2,600 hours of premium OTT content, 1,90,000 hours of television programming and 20,000 songs. 

The report credited India’s over 1,580 Global Capability Centres (GCCs), around 50 of which are dedicated to M&E, for underpinning this scale.

Meanwhile, a Deloitte and Motion Picture Association study revealed that India’s M&E industry contributed Rs 5.14 lakh crore to the economy in FY24, with expectations of hitting Rs 6.88 lakh crore by FY29. The sector employed 2.7 million people last year, with employment expected to surpass 3 million by 2029. Television remained the largest contributor, followed by film and online content platforms.

However, the industry’s progress faces a serious roadblock, piracy. A joint report by IP House and Media Partners Asia (MPA), supported by CII, estimated India’s online video piracy losses at $1.2 billion in 2024, a figure projected to double by 2029 if left unchecked. 

The report, ‘The Impact of Piracy on India’s Online Video Sector and Creative Economy’, emphasized that effective anti-piracy enforcement could recover $1.1 billion in revenue and generate over 1,58,000 jobs.

Adding a digital dimension to India’s M&E trajectory, BCG’s report ‘From Content to Commerce’ spotlighted the rapid expansion of the creator economy, positioning it as a new frontier for both domestic innovation and global cultural influence.

WAVES 2025: India’s M&E sector set to add Rs 1.7 lakh crore; 3,00,000 jobs by 2029

WAVEX 2025, the flagship startup initiative under the World Audio-Visual Entertainment Summit (WAVES), is rapidly establishing itself as a key platform at the intersection of innovation, entrepreneurship and investment in India’s media and entertainment (M&E) sector.

Inaugurating the event, Ashutosh Mohle, Joint Director at the Ministry of Information & Broadcasting (MIB), outlined the vision behind WAVEX, to nurture high-potential startups in the M&E space and provide a national platform for their growth.

The initiative has drawn significant interest from the startup ecosystem. Sandeep Jhingran, Chief Growth Officer at the Internet and Mobile Association of India (IAMAI), shared that over 1,000 applications were received. “Thirty startups got the opportunity to pitch directly to investors, and over half are already in active follow-ups,” he said, highlighting the sector’s growing traction.

Investor sentiment at the event reflected optimism. Rajesh Joshi, Venue Partner at Warmup Ventures and a former startup founder, noted, “Life has come a full circle. We’re now speaking with 11 startups.” Mustafa Harnesswala, Founder of CABIL, pointed out the sector’s historical funding challenges but credited WAVES with helping shift perceptions. “We’re working on building a dedicated angel network for M&E and are also exploring collaborations with international governments,” he said.

The panel also addressed questions from the media. On content responsibility, Joshi cited “Giggle,” an anti-cyberbullying platform, as an example of innovation with social impact. On gender representation, Jhingran acknowledged the low participation of women founders but expressed hope for improvement in future editions.

With 30 startups participating in one-on-one investor pitches over two days, WAVEX 2025 is proving to be a crucial springboard for M&E innovators.

WAVEX 2025 emerges as a game-changer for M&E startups; facilitates direct investor engagement

At WAVES 2025, McCann Worldgroup India Chairman & CEO and poet Prasoon Josh remarked, “I believe WAVES will have a significant impact on the entertainment industry. A congregation of this scale sends out a powerful signal, not just to India, but to the world. And I think full credit goes to our Prime Minister for taking the initiative. We often talk about such ideas, but they rarely materialize. Organizing something like this is no small feat."

"This is just the beginning. A platform has been created, and that in itself is a big step but there’s still much work to be done. What’s most important now is how we come together and make use of this opportunity with the right mindset," he added and emphasized, "Events like WAVES are a statement. Joshi used Anton Chekov's Misfortune as a metaphor for subtle influence and moral choice. In the story, the woman is emotionally manipulated through indirect communication — much like how today’s marketing can influence consumers through algorithms, data, and psychology, without them realizing it. He’s essentially drawing a parallel between the manipulative friend in Chekhov’s story and unethical marketing practices — and urging brands to instead choose conscience over conversion.


"I don’t know how many of you have read Anton Chekhov, the renowned Russian writer, but he wrote a story called Misfortune. It’s about a married woman who feels a growing attraction toward her husband’s friend. The twist is that this friend never directly approaches her — instead, he cleverly uses the husband as a messenger. He knows the husband will come back and share their conversations, his philosophies, his love for things like sunsets — and through this, he creates a persona that slowly entices the woman, without ever meeting her," he shared.

"She begins to fall for him — not through interaction, but through curated influence. It reaches a point where, though Chekhov leaves the ending ambiguous, you sense that she’s about to confront him. She may say something like, ‘Yes, you’ve managed to attract me. But I won’t betray the man who truly loves me. You were only playing a game."

"What wins in that moment? It’s not desire, it’s not manipulation — it’s conscience. A higher awareness," Joshi reflected.

Joshi drew a compelling parallel between literature and marketing ethics, urging brands to reflect on their role in shaping consumer behavior. He cautioned against manipulation and emphasized the need for conscience-driven communication in the age of data. "Today, as marketers, we have incredibly powerful tools. We know so much about the consumer — what they want, when they’re vulnerable. And we have to ask ourselves: are we being exploitative, or are we evolving with them? In that moment of vulnerability, do we push a product or do we offer something meaningful?"

"That’s why our education system, our societal values, and especially parenting are more important than ever. These ethical choices are exactly what we need to be discussing in forums like this.”

Prasoon Joshi on WAVES: 'A Powerful Signal from India to the World'

The Maharashtra government made a significant economic impact at the inaugural edition of WAVES Bazaar by signing memoranda of understanding (MoUs) worth Rs 8,000 crore, reinforcing the state’s commitment to fostering international collaboration in the creative industries.

Key agreements included Rs 1,500 crore each with the University of York (UK) and the University of Western Australia, aimed at enhancing academic and cultural exchanges. Additionally, the state’s Industries Department finalized MoUs worth Rs 3,000 crore with Prime Focus and Rs 2,000 crore with Godrej, focusing on expanding infrastructure and investment in the media and entertainment sectors.

WAVES Bazaar, held under the broader WAVES platform, recorded total business transactions worth Rs 1,328 crore across film, music, radio, VFX and animation. Of this, Rs 971 crore came directly from over 3,000 business-to-business (B2B) meetings, particularly within the Buyer-Seller Market.

International tie-ups were another highlight. The Film India Screen Collective and New Zealand’s Screen Canterbury NZ announced plans to launch the first-ever Indian Film Festival in New Zealand. Talks are also underway between Only Much Louder and Russia’s Gazprom Media for joint comedy and music productions.

Prime Video’s strategic partnership with Korea’s CJ ENM was also unveiled to bring premium Korean content to global audiences. On the co-production front, Devi Chowdhurani was announced as India’s first official Indo-UK film project, while Violated will be jointly produced by the UK’s Fusion Flicks and India’s JVD Films.

WAVES 2025: Govt of Maharashtra signs MoUs worth Rs 8000 crores in M&E Sector

In a move to empower India’s AVGC-XR (Animation, Visual Effects, Gaming, Comics & Extended Reality) ecosystem, the Ministry of Information and Broadcasting, in collaboration with FICCI and CII, has launched the Indian Institute of Creative Technology (IICT)—a National Centre of Excellence dedicated exclusively to the AVGC-XR sector.

The occasion was graced by the Union Minister for Information and Broadcasting, Ashwini Vaishnaw, who ceremonially flagged off these strategic associations. He emphasized India's potential to become a global leader in media and entertainment, stating that IICT is on track to evolve into a premier institution in its field, much like how IITs and IIMs have become benchmarks in technology and management education.

The announcement that was made at the inaugural of WAVES 2025, was formalised on Saturday during the WAVES Summit in Mumbai. The Union Minister informed that IICT will follow the same template as the IITs and IIMs in India to transform itself into a massive world-class education and training hub for students who aspire to be professionals in the AVGC-XR sector.

“We have started an initiative which is completely novel in the world of film and entertainment. This (initiative) follows the vision of our Prime Minister that India can take the global lead in the world in the media and entertainment sector,” said the Minister.

The Minister thanked the industry partners who expressed their willingness to collaborate, as he announced that leading global companies have agreed to partner with IICT to provide support in curriculum development, internships, scholarships, startup funding, and job placements.

“I thank all the industry partners and their top management with whom I have spoken to, for expressing their willingness to partner with us for this initiative. They will help us build this institution and help us sustain a long-term growth. I hope the IICT grows into a large educational infrastructure for the (AVGC-XR) sector. We will be following the same template that we have created for the IITs and IIMs in our country, to make it into a world-class institution,” the minister added.

Some companies who extended their hands for a long-term collaborations were JioStar, Adobe, Google & YouTube, Meta, Wacom, Microsoft and NVIDIA.

The industry leaders who were present in this ceremony included Richard Kerris, (VP & GM, Media & Entertainment, Nvidia), Sanjog Gupta (CEO, Sports & Live Experiences, Jio Star), Mala Sharma (VP & GM - Education, Adobe), Preeti Lobana (Country Head & VP, Google India), Rajiv Malik (Senior Director, WACOM), Sandeep Bandibekar (Head of Sales, State Govt. & Healthcare), Sandeep Bandivdekar (Director, Mainstream Services Partners, Microsoft) and Sunil Abraham (Director, Public policy, Meta).

Union Minister Ashwini Vaishnaw announces Indian Institute of Creative Technology for AVGC-XR sector

Ted Sarandos, Co-CEO of Netflix, in a compelling conversation with actor Saif Ali Khan on the third day of the inaugural World Audio Visual and Entertainment Summit (WAVES) at the Jio World Centre, highlighted how streaming platforms have democratized filmmaking in India.

Their conversation, titled "Streaming the New India: Culture, Connectivity, and Creative Capital,” delved into the shifting storytelling landscape in the digital era, the rise of creative freedom, and India’s growing global entertainment footprint.

Discussing the future of storytelling, Sarandos remarked, “It’s very difficult to predict where storytelling is headed. But what remains constant is the intent to connect with audiences. Our investments in India have generated over $2 billion in economic impact post-COVID — through job creation, skill development, and infrastructure growth. We’ve filmed across 100+ towns and cities in 23 states, collaborating with over 25,000 local cast and crew.”

Reflecting on his experience with Netflix’s Sacred Games, Saif Ali Khan emphasized the transformative role of streaming. “Earlier, we had to conform to rigid formats. Streaming has liberated actors and filmmakers. Now, people across the world can experience our stories — stories they might have missed in traditional cinema.”

He further elaborated on the shift, saying, “Audiences today can access diverse narratives anytime, while creators enjoy greater freedom. It’s a continuous cycle of watching and making.”

On the relationship between cinema and streaming, Sarandos underscored that theaters still have relevance. “Cinemas are not outdated. Streaming and theaters are not competitors — they can thrive together. The market is vast enough for both to coexist.”

Saif echoed the sentiment, adding, “The most meaningful projects for me are rooted in Indian culture. If someone abroad asks me about my work, I speak of Omkaara or Parineeta — films that represent our cultural identity. There’s something incredibly thrilling about sharing our own stories with the world.”

Both Sarandos and Saif praised WAVES as a platform that fosters collaboration between global and Indian storytellers. “If the ideas shared here work, they’ll succeed beyond imagination,” said Sarandos. “WAVES is a fantastic platform for building that momentum.”

'The intent to connect with audiences remains constant': Netflix CEO Ted Sarandos on India's streaming revolution

India’s media and entertainment industry earned high praise and a vote of confidence from Charles Rivkin, Chairman and CEO of the Motion Picture Association (MPA), during his keynote speech at WAVES 2025 — a landmark event focused on positioning India as a global media powerhouse.

“In this country, and we see the power and potential of Prime Minister Modi's vision for this beautiful nation, a place where creative sectors remain cornerstones of local culture and prosperity,” Rivkin said, addressing an audience of policymakers, creators, and industry leaders. “A place where what originates in Mumbai or Delhi or Kolkata or Chennai can reach audiences far beyond these borders and expand India's global reach.”

WAVES is being viewed as a key platform for advancing India’s creative economy agenda. The Indian government has ambitious plans to grow the sector into a $100 billion industry, backed by a mix of public-private partnerships, regulatory support, and global collaboration.

“WAVES is one major step in pursuing that dream, and at the MPA, we're determined to partner with Prime Minister Modi, Minister Vaishnaw, JioStar, representatives from government, broadcasting and beyond to help India meet its goals to deepen a relationship that enriches creators and economies in India and in the United States,” Rivkin said.

Highlighting India’s cinematic legacy and technological leadership in visual effects (VFX), Rivkin positioned the country as an attractive partner for major Hollywood studios.

Referencing a new MPA report, Rivkin reiterated that India’s creative economy has already achieved scale but has much more room to grow. “To help you realize India's ambitions for $100 billion creative economy. And it isn't hard to understand why India is so dedicated to charting this course. And this is already an enormous market for creativity. But there's still room to grow.”

He called for deeper collaboration between American and Indian studios and emphasized the critical role of policy support. “The question is, how can we work together to maximize that potential. How can we, American studios and Indian counterparts, open the doors for even more Indian stories to break through on the world stage?”

“To some extent, the answers will happen organically in the theater of borderless media and streaming local hits with broad appeal. Don’t stay local very long, but hoping a few creative works go viral isn't the only path to success. The choice is made by policymakers everywhere. They have a tremendous impact on the future of production, and the MPA is eager to keep working with the Indian government on how to get there.”

Rivkin listed key enablers like IP protection, regulatory incentives, responsible AI adoption, and infrastructure development as essential for sustained growth.

“That means access to protect intellectual property, implement smart regulations and incentives, embrace the possibilities of AI responsibly, invest in workforce development facilities and everything else the industry needs to succeed.”

Ending his speech on an optimistic note, Rivkin hailed the WAVES as a symbol of India’s resolve and potential.

Union Minister of State for Information and Broadcasting, Dr. L Murugan, emphasised the growing global influence and economic power of Indian cinema during his keynote address at WAVES 2025, on May 3.

“Our storytelling, creativity and rich cultural diversity have earned recognition on the world stage, contributing significantly to the global cultural landscape,” he said. “Our Indian films have transcended borders, with an increasing number of productions - achieving both critical and commercial success on international platforms.”

He reminded the audience that the success of Indian films abroad extends beyond headline-making blockbusters. “We all know that films like RRR, Elephant Whisperers, Ponniyin Selvan, Baahubali, like many other movies, are growing our Indian cinema's ability to connect with global audiences,” he added.

Citing the findings of a new Deloitte- Motion Picture Association report, Murugan pointed to the economic weight of the industry. “The report highlights the significant economic contribution of the Indian film, television, and online content industry in 2024, while supporting more than 26 lakhs jobs across the direct and indirect revenue of the industry.”

Highlighting cinema’s soft power, he said, “Friendship is a powerful medium of communication. It plays an essential role in fostering cultural diplomacy and strengthening bilateral ties between the nations. Through cinema, India continues to project its value, heritage, and innovative spirit, thereby enhancing its status as a leader in global cultural exchanges.”


He stressed the commitment to building a strong ecosystem. “Our government's focus is on developing an ecosystem that enables filmmakers while preserving the cultural and economic values of the industry. Our efforts aim to foster a thriving ecosystem that supports the creative economy and generates new opportunities for collaboration and businesses.”

Further, the Minister highlighted efforts to attract international collaboration. “We are committed to providing incentives for both domestic and international filmmakers who wish to produce and distribute films in India and shoot in India.”

On content protection, he affirmed, “India is steadfast in its commitment to protecting the intellectual property rights of the filmmakers. For content creators, these rights are fundamental to the sustainability of our creative industry.”

Lastly, privacy remains one of the most significant challenges facing the global film industry, and "we are committed to strengthening both domestic and international frameworks to address the issue. India has taken proactive steps through legislative reforms. Last year only, we amended the Cinematography Act to protect the producers from piracy.”

Murugan acknowledged the digital shift in content consumption. “The digital transformation of the entertainment sector has reshaped the way audiences consume content. Streaming platforms have brought about a fundamental change, enabling greater accessibility to films and so on a global scale.”

He concluded by affirming India’s growing digital market potential and its global readiness.

In his closing remarks, the Minister said, “The future of the global film industry lies in continued collaboration between government, industry leaders and creators, and international organisations. Together, we must ensure that the industry remains dynamic, diverse, and economically sustainable. 

The government looks forward to more collaboration with the Motion Picture Association and all stakeholders, and to positioning India as one of the key players in this global market.”
