BREAKING: MIB to convene meeting on July 19 to discuss TRAI's recommendations on NBP

The Ministry of Information and Broadcasting will discuss TRAI's recommendations on the National Broadcasting Policy (NBP) 2024, with broadcasters and teleport operators.

The agenda of the meeting is to discuss the TRAI's recommendations on 'Inputs for formulation of National Broadcasting Policy 2024'.

The Ministry of Information and Broadcasting (MIB) has decided to hold a meeting with the Broadcasters and Teleport Operators on July 19th. The meeting will be chaired by the Secretary of MIB.

The agenda of the meeting is to discuss the Telecom Regulatory Authority of India (TRAI)'s recommendations on 'Inputs for formulation of National Broadcasting Policy 2024'.

On June 20th, in its recommendations to the government on the formulation the National Broadcasting Policy, which outlined the 'Vision, Mission and Goals' of the NBP, TRAI made several recommendations for establishing transparent and credible Audience Measurement and rating system for television, radio and OTT broadcasting service,.

Additionally, TRAI made no mention of regulating OTT or licensing requirements for OTTs.

As one of its stated goals is to establish India as a ‘Global Content Hub’, TRAI proposed various initiatives for positioning India as a ‘Content Hub’.

MIB in its letter, on July 13 2023, requested TRAI to provide its considered inputs under Section 11 of the TRAI Act, 1997 for formulation of National Broadcasting Policy.

As a first step, TRAI issued a Pre-Consultation Paper on 21st September 2023, to elicit the issues which were required to be considered for the formulation of National Broadcasting Policy. Based on the comments received from and discussions held with stakeholders, TRAI released the Consultation paper on 'Inputs for formulation of National Broadcasting Policy-2024' on 27th April 2024.

The Consultation Paper identified the focus areas and raised 20 questions seeking comments of the stakeholders.

TRAI received comments from 42 stakeholders including service providers, organisations, industry associations, consumer advocacy groups and few individuals.

The Open House Discussion (OHD) was held on 15 May 2024. Certain additional comments were also received post OHD. The comments, OHD submissions and the additional comments have been analysed and considered by TRAI while framing the recommendations to the Government.
